The Raleigh City Council will receive a report today that recommends creating a three-tier rate structure for residential water customers.

Under the proposal, which is preliminary and likely to be refined, customers would be charged 60 percent less than the current flat rate for the first 3,000 gallons of water. Raleigh currently charges residential customers a $3.89 flat monthly fee for water plus $2.61 per 1,000 gallons used.

The rates would rise according to consumption, with higher second- and third-tier rates. The second tier would cover water consumption between 3,000 and 7,500 gallons, and the third tier would cover water use above 7,500 gallons.

The average household in Raleigh uses about 6,000 gallons a month. City Manager Russell Allen said the proposed structure is designed to make sure people using the average amount pay about the same.

The target date for the tiered rates is Dec. 1.
