Landlord James Kelly isn’t convinced. He has wrestled with the division for four months over a $1,300 combined water and sewer bill — five times larger than normal for a house he owns in Cleveland. The house is empty, and at one point the water was turned off for repairs. He said wading through the division’s customer-service process is laborious.

“It’s crazy. Each time I go down [to the office], I work with someone different,” he said.

Kelly said that lacking a final arbitration destination, he is likely to continue going in circles.

Jackie Robertson of Twinsburg said he is baffled by his own problem. He’s trying to contest a bill from a house he lived in for six years. He moved seven months ago but still owns the first house, which is unoccupied.
