A plan to upgrade the water system that supplies more than two million people in the San Francisco Bay Area with drinking water is moving forward. Mayor Gavin Newsom signed a bill Friday that appropriates $1.9 billion for the $4.4 billion Water System Improvement Program, which was passed by voters.

City officials say the money approved Friday will be used to build pipelines, tunnels, pump stations and dams in six Bay Area and Central Valley counties over the next 18 months. It is expected to generate 28,000 jobs.

Supporters of the $4.4 billion plan, which includes dozens of individual projects, say it’s needed to keep the system safe in case of a major earthquake or drought.
